Why make time for it
This plan starts with a timetable, not a ticket. The official Pacific Surfliner planning pair is LAX 07:13 to SBA 09:55 and SBA 19:00 to LAX 21:46. Before purchase, use Amtrak's selected-date search for both direct legs and accept the displayed fare, availability, alerts, and boarding details only if they work for you. A timetable can change; it does not reserve a seat.
The station window is 545 minutes. This guide protects 30 minutes for a current lawful walk from Santa Barbara Amtrak Station to the courthouse, 30 minutes for the return walk, and a separate 30-minute boarding buffer. That leaves 455 minutes in town, from 10:25 to 18:00. Check the route on the day and shorten the visit if it is not suitable for your pace or conditions.
The Historic County Courthouse at 1100 Anacapa Street is the anchor. Published public hours are 08:00–17:00 on weekdays and 10:00–17:00 on weekends and holidays, with no admission after 16:30; December 25 is closed. The Mural Room and Observation Deck are public, but weekday screening and court operations can change the practical visit. Treat the interior and tower as opportunities, not promises.
The train fare is deliberately unpriced here. The $0 rail line means no fixed fare was retained, not that the train is free. If driving instead, Granada and Library are gated City garages: the first 75 minutes are published as free, then $3 per hour or part thereof, up to $33 daily. That driving-only figure does not belong in the rail total, and a listing does not guarantee a space.
If a selected train, fare, alert, walking route, courthouse condition, weather, or the 18:30 station arrival fails, keep the day smaller: an exterior and downtown walk only if the booked return remains workable. Otherwise defer. Do not replace a failed leg with an unverified connection.

Enter only during current public hours, allow extra time for weekday screening, and follow posted restrictions. Start with the Mural Room if access permits.
Connection: Do not arrive after the published 16:30 last-admission boundary.
El Mirador Observation Deck
Take the elevator toward the 85-foot tower only when it is open and time remains. Court operations and posted access rules take priority.
Connection: Skip it without trying to recover time elsewhere.
Downtown Santa Barbara
Use the remaining time for a self-directed lawful walk and meal near the courthouse-station corridor. If interior access or weather changes, keep this as the reduced Plan B.
Connection: Leave the courthouse area by 18:00.
Santa Barbara Amtrak Station
Return by a current lawful route, protect the personal boarding buffer, and reconfirm the booked 19:00 planning train's status.
Connection: Do not substitute an unverified connection.
